1. Watch driver's mirrors / heads so you can see them when they're looking over about to move on you.

Yes your confidence grows. Depending on how big the space is, i'll filter at anywhere between 20 and 50km/h through stationary traffic, am a bit more conservative when splitting moving traffic though.
I'll tend to wait a little bit behind a car, see if they move over either to let me through or block, then make the call on whether to split. If I decide to go for it, it's a fistful until i'm in the clear... doing this i have noticed that a reasonable number of drivers actually move out of your way if you're there long enough for them to see you.
