You can do burnouts there during whoop ass wednesdays, no drift pad or anything like that though.
The AHG driving complex out near the airport has 2 big skidpans and a track, we hire that 4 times a year (Commodore Car Club of WA), and non members are more than welcome.
Only costs around $50-$60 per person, and is set up like a motorkhana setup on the skid pans, so much fun can be had, and legally too.
They also provide instructors if you want pointers on your driving.
