You're allowed to ride any 250 other than the listed 2 stokes.
As to the salvage bike - you'll have to go look yourself. If it doesn't have any fork, tank or subframe damage, it could be a cheap fix.
A set of aftermarket prepainted fairings, honda headlight and possible instruments (exxy). Probably also a fairing stay and bracket thing which holds the instruments in place. And anything else you might come across.
However it looks like its got damage at the front and rear - how did that happen?
