Nah this thing was a homemade/kit job. The seating position of the driver/rider (whatever he is) was semi reclining. The 'fuselage' I think is the most appropriate word, was sort of teardrop shaped.
One wheel at the back and two at the front.

I remembered seeing a "tilting bike" on Top Gear so i've trawled their episode list and found the
Carver Tilting Bike which is really cool
