Voice navigation is not going to happen... Apple have specifically stated it somewhere that any App developed for the App Store must not introduce voice navigation, or something to that effect.
Doesn't mean that a third party app for jailbroken phones won't do it... But nothing that is official and supported.
As far as your WiFi goes, there is a setting somewhere AFAIK to set WiFi as default so it should be using WiFi.. But the best way to check is to change your APN to something different and see if you can still connect
If you can, you are on WiFi and if not you were using data over Next G... Don't forget to change your APN back though for when you want to use data
