    Cars Parked in Bike Bays (~Permanently) under Buildings in CoP??

    Can anone tell me if there is something I can do about this? I am kind of hoping sommene can shed some light on the rules (if there are any) on this.

    I work in a building in the City of Perth that has marked car bays and bike bays underneath (off the street). Cars park over the bike bays, preventing any bikes from parking there, and have the building management's agreement that they do it. The bays are leased (long term) mostly to companies that work in the building, which is privately owned & run I think. However, I understand that the City of Perth still regulates the parking in the city even when its on private property (I even had to pay a City of Perth parking levy etc once when I long term leased a bay in a private building, and I think they still did any ticketing / towing required).

    So I am wondering if the city of perth might have rules stating a miniimum percentage of bike bays or rules preventing cars parking in bike bays so I could get the council to lean on these guys to reinstate the bike bays for bikes.

    If anyone knows about this stuff, could they let me know? It seems obvious cars shouldn't be allowed to park in bike bays on the street, but off the street on provate property I'm not sure there's anything that can be done.

    so are the bays on the private property?

    are they leased to these ppl or is it a first in best parked?

    If it's private parking and they have leased the space to a cager I think you shit out Brother... Ultimately they will probably just paint over the marks... Are you alone or are there other riders parking in there? Lease a car bay...? sublease to other riders etc...

    Remove the air from all 4 tyre and leave a note on the windscreen describing that they have parked over motorcycle bays, this will help motivate the driver to also take issue about the parking arrangements with the building management

    Simple question, harder to explain that you'd expect. I believe (tho not 100% certain) that these bike bays are not leased at all, but the people leasing the car bays next to them have an "arrangement" to park diagonally sticking out of their bays therefore obscuring the bike bays.

    This is becuse the car bays are really only long enough to hold one car each but have been split into two with one car behind the other. So usually the guy with the back car bay can't get out without the guy in the front bay moving his car, which is a pain for them.

    By blocking the bike bays off and parking diagonaly, the car at the back can use that as an exit route and therefore the rear car bay becomes more usable.

    In other words, the bike bays aren't leased (as far as I know), but there is an agreement that they are used so that the adjacent car bays can be more plentiful / useful.

    You might find that they are required to provide a percentage of Bike parking and the bays of course meet that requirement, if the Parking Management provides no joy ask the Council.

    Yeah the building manager doesn't give a toss, but I'll ring the council soonish I think. Just wanted to arm myself with any knowledge people had because I suspect the council won't give a toss either! Hopefully I'm wrong.

    I know that in some instances where parking is managed by the building, but where they require the PCC to provide the backup (no parking areas backed up by PCC fines) that the Parking inspector can be called to come in and fine someone, so if it is an 'approved' parking with PCC oversight then if they did an inspection, the car parking over the bays is liable for a fine...

    Not the only place that does parking like that. Subi is full of it too. Usually find they will only lease to co-workers, etc though, to ease the inconvenience.

    Solution, get to work earlier, park in bike bay, with a nicely sensitive disc lock/alarm.

    they have a license per bay, if they have more than one car parked in the bay, the strata company/building management will get arse raped for violating at least CoP 2 by-laws as well State OH&S laws and at the same invalidate their insurance.

    If you contact the CoP parking department, they will more than happy to assist you because they are being dwiddled out of income and they will not stomach that!

    I am a part owner in an office block in Perth that we lease back to the company we work for and we have been through the parking issue with the council. We pay a fee per vehicle each year to the council that is parked on the block, it doesn't matter if it is a bike or a cage. Our experience was the council are not interested in what lines are marked and how people park as long as you don't exceed your maximum bays per sqm of office space (council planning conditions). CPP have nothing to do with it unless they own it. If they decide to do a spot check and we have to many vehicles we get fined.
    They do not have to provide any bike bays by law unless they are a public carpark. If you pay for your parking then you have a case, if you don't I think your out of luck if the building management aren't going to support you. Good luck with it.

    The council levy's a fee per park provided (regardless of whether any direct fee is derived from the car park bay, does'nt matter whether private or not) the state government receives a portion of this fee also. Therefore both the PCC and state government potentially have an interest.

    The council can come in at any time and inspect the carpark and fine the organisation for allowing more cars to park than what they are licensed for. Not sure if this is happening here though.

    Note, the PCC have been running full page ads in the West and Sunday Times explaining how the state govt is increasing this fee significantly from this fin yr. The cost of providing a motorcycle bay is tripling this year from say $151 to $450 from memory (I think cars are only $560 now), goodbye more motorbike parks unless a fee can be derived to cover the costs, also goodbye free motorbike parking in the city and surrounding areas.

    as previously said just let down one of their tires and leave a note when ever you can they will get the message soon enough, this being the resort if the council doesn't give a toss. i see this daily in the city and it drives me up the wall because they simply just do not care! their arrogance insults me.

    Just get there early with a few of the other bikes and park 1 bike per car bay.
