Ya know, a helmet is good in windy weather- stops drying out your eyes, keeps your ears warm in winter and keeps bugs out of your mouth! Its a win win win win!

Having been there recently, i can say that they can buy bikes cheap, but helmets are expensive/not available... In the second largest town in bosnia, in peak tourist season there were no helmets for sale... In banja luka there were some, but cheap chinese brand that felt like i could crush it between my fingers.
The fine for not wearing a helmet is less than $40, if the cops catch you... Bikes are mainly stolen from germany, italy etc... So theyre dirt cheap... And dont usually come with helmets :p
The hospitals are shit, and youd be better off dead than spending time in one... And i know, because a relative had a motorbike accident two days after i got there...
Life over there is not as valued as here...

My I ask you if your from Banja Luka? Im just asking coz im from Bosanska Dubica. As hazelnutty was saying most cars,bikes well anything over there you can get cheap if you know the right ppl.
i dont get why you wouldnt wear a helmet even if you didnt have to.
I was in the US last year and there are certain states where helmets are OPTIONAL!
