There was an article in the Australian about Police doing exactly the same thing, i think it was titles "Blue Tube"... how clever...

Basically they were sick of seeing camera phone footage on youtube so they were in turn using their own phones to record footage of incidents.

As for audio. I was once being harrassed by a dick on the phone after one of my employees had a minor MVA (motor vehicle accident). After informing the police and asking what i should do, I was told to record the phone calls. I queried this and was advised that if I am in the conversation I can record it. This would have to be the case in public also!
As Chew said... filming in public is perfectly legal. I was recently involved in a CCTV project, and we had to be 110% sure that we could film the public.

However... playback of the footage has to have the faces of minors covered unless you have written permission from a guardian. All sorts of other reasons why you can't play some footage, but in respects to posts at hand I see no reason why you couldn't film youself getting a pinapple from the boys in blue

Heading out into some shopping districts today, I'll be keeping an eye out for cheap recording gear.

I have deserved every yellow sticker i have recieved on my (5)cars and (1) bikes due to the cars being fucked or illegal in some way or from being a cock on my bike.
Getting the stickers off in the pits has never been a bad experience or hard

You sure the previous version of the ADR didn't also have the 45 degree rule as well?
