but shorely if you are doing 5 kms over you will go past the problem before they have a chance to get infront of you if you were doing 5 less they would have time to get a nice possie infront of you .... maybe I should view this not standing on my head ....

The funny thing about all of the road safety initiatives is no one has any accurate data from which to get real statistics.
From my 9 years in the compensation industry I have seen only a small percentage of crashes are "caused by" brink driving, probably less than 5% of all crashes.
The most common injury causing crash is the rear-ender. No speed, no drugs, no alcohol, just following too closely!! Easilly got to be the cause of about 70% of crashes!
The next most common is intersection crashes (traffic lights/stop signs/give way signs). Again, the main cause - not paying attention or keeping a proper lookout.
Of course, speed will make a difference to the severity of any crash, but only a small amount of crashes involve high speed. I suppose it is one of the few things that can be policed, hence why it is done.
I fully support more proactive approaches such as sponsored driver training or "safe speeding places" like Kwinana Drag's or Wanneroo. How easy and cheap would it be to subsidise something like that.
It isn't speed that kills, it is the sudden stop at the end!

You can do burnouts there during whoop ass wednesdays, no drift pad or anything like that though.
The AHG driving complex out near the airport has 2 big skidpans and a track, we hire that 4 times a year (Commodore Car Club of WA), and non members are more than welcome.
Only costs around $50-$60 per person, and is set up like a motorkhana setup on the skid pans, so much fun can be had, and legally too.
They also provide instructors if you want pointers on your driving.

Melkor, June/Dec Rego is Block Licencing system. So all Govt. rego's come up all at once rather than paying rego's every day.
The only cop car's I know of that are not rego'd is when drug squad and the like take cars from impound for undercover use, but this does not happen all that often now.
Now it is Tarago's and the like with dark tint and a little square cut out for the spy camera in the back.
Look for non-holden/ford/toyota/cop type vehicle's with really dark tint and you have a winner.
Not that I have ever seen one.........

If all these unmarked cars with uniformed of plain clothes officers driving them were replaced with marked cars then the standard of driving would improve markedly. Probably a lot of other criminal behavior would reduce to.
Most people know how they are supposed to drive and choose not to. Almost all of them suddenly improve when they see a marked car. If you see a marked car on 25% of the trips you do chances are your going to behave 99% of the time.
I do understand the need for plain clothes in unmarked cars but these guys should be doing another job and not making themselves obvious but pulling over anyone unless it is downright reckless behavior.
10 - 20 km over not in heavy traffic is not reckless.

For those saying that Police can't 'break road rules':
Reckless Driving (s60 RTA) has an exemption for Police written into the section (namely "the motor vehicle is being used to convey a member of the Police Force on official duty and the travelling at such speed is necessary to prevent the commission or continuation of an offence or to apprehend an offender") as well as for other emergency vehicle operators (FESA/SJA).
The RTC also has various further exemptions for Police/emergency vehicles [P plates, wearing of seatbelts, driving in bus lanes, parking, s280, yada yada].

Yeah, blacksti, it's 45km/hr or more over the limit that's regarded as reckless driving.
I doubt you'll find detectives in plain cars issuing infringements, but the TEGs officers in their plain cars will... it's their mandate, the few of them that are on the road.
You'd be pretty unlucky to be done by one, I reckon.
