Revenue or Safety - which is more important to the government?

According to UK government statistics, 5% of all road deaths on motorways and major roads between 1997 and 2008 were caused by collisions with vehicles parked on the hard shoulder.

Yes on the Mitchel Freeway today there was a camera van parked under a bridge on the hard shoulder.

Obviously catching people speeding on a empty freeway by parking on the hard shoulder is far safer for us taxpayer.
