In the good ole days you couldn't lose your Ls, so the hoon option was just to keep renewing them and just ignore the fines. My dad was part of that generation, and he's pretty worried I'll do some of the stupid shit he did.

Anyway, I believe that now 45km/h over the limit in any zone is an automatic reckless charge, and anything over 145km/h is an automatic reckless charge. That last is bad because they don't even have to prove you were going at any particular speed, just shrug and go "ruh-uh? he was going farst, derp." In my case they didn't bother alleging a speed, it was sufficient that they'd followed me for a few minutes at over 150, and then caught up to me (when I was doing the speed limit) a couple of kms down the road.

Going by what I saw when I test road the CB400, 6,800rpm @ 100kmh would equal 13,000rpm red line @ 191 kmh.
Agrees with a test review I read on the bike, top speed = 195kmh. CB400 makes 39 kw and weighs 198kg so I dunno how the CB400 is a lams bike unless there is a restricted version that only makes 30kw or I dunno how lams power to weight works properly. Hyo GT650 makes 58 kw unrestricted so should go faster than 195kmh. Maybe they caught him while he was still winding it up.
^^ for lams they make some allowance for rider weight, that also changes depending on engine capacity iirc. There's info out there on it..

Ive ridden my mates hyosung GV 650(the restricted version) and that got to around 205 allegedly.... Now that the restrictor has been taken out it apparently goes to
220. and the hyosung restricted 650s are 40 kW.
