Kings Park - fairly quiet place, lots of car parks, low speed limit. Sounds like a nice place to learn to drive, right? Don't want to mix bulk learners with bulk tourists

I believe its because of its rating as a heritage icon, national reserve and botanical garden.
Perhaps they don't trust learners to not damage the area/go hooning/list various other potential reasons.
I mean its been this way 10years plus... there must be a core reason.

P platers aren't allowed to drive in kings park either. maybe it's the heritage thing like was said ^^^. or maybe Kings park is one of those special places where you need at least 2 years driving experience before you're prepared for it.

They can justify it because they don't want a bunch of new riders/drivers using a war memorial as a training ground.

..and you people mock the DPI !
Clearly, someone realised that considering the piss poor standard of driving by licensed drivers, if there was no ban they’d be like files around shit, resulting in a mass outbreak of Kia Rio’s in your picnic ‘itus......
Then again, maybe they realised that 1 in 10 would do a Biggles impersonation and try and join Mounts Bay road via Forrest Drive. Forget Zip merging...Let's see 'em handle that!

I'm pretty sure P platers are allowed in King's Park.
And the reason I've been given for L's not being allowed is because King's Park is federal land (not state). And since learner's permits are not transferable inter-state they are considered unlicensed drivers when they go into King's Park. So no insurance in case they go off the cliff or something.
Not sure how true it is, but it makes a governmental kind of sense.

If that's true it'll suck for P platers when the new Harvey Norman opens in Jandakot...on federal land...

Nah P platers are fine in KP.
I've been driving in KP for half of my L's and all of my P's.

Last time I checked, phase 2 is allowed on the freeway, but not kings park.
edit
page 37 of the learner's book, just says learners, doesn't specify any further

Caillin: I can say with absolute certainty, that Nano has it.
I distinctly remember when I passed my driving prac (Aka Phase 1 learners) the woman telling me that I could now drive the freeways, but still not in Kings Park.

you've never been picked up though have you? I kinda remember it being it the book.
I mostly remember because every time I went into KP when on my P's, my ex freaked out. That and getting pulled over and a "I'll let you off this time with a warning."
P's as far as I'm aware (and according to a policeman) aren't allowed in KP.

Everyone loves MV's, its just a fact of life
Normally everyone complains that they're overpriced, now they're oversized ...
