Any ideas here? I read they used "locktite" or something on the screws. I can't get them to budge for love or money.

you should be able to remove them just try abit harder than normal and they should come free
WD40 will help and plenty of elbow grease

Impact driver or if they are similar to the GPX bar end you can drill it out. Removing & replacing bar ends - Ninja250Wiki
I dont know what type or "fastener" is used to hold them in the bar, but if its a tapered type like barkbusters, unscrew it a few turns then bump the screw/bolt into the bar with a hammer should release the clamp.
