Here's something from the Commonwealth Grants Commission, used in their deliberations on how to carve up GST revenue. You'll see in point 2 that traffic fines are considered 'revenue raising'.

The Law and Order Fees and Fines category comprised the net collections from fines and forfeitures, and from fees and charges collected by the courts, including those which were primarily revenue‑raising rather than cost‑recovery measures. It included traffic fines imposed by the police but excluded other licence fees collected by the courts which were classified to the Other Taxes category.

Yeah see I wouldn't have a specific issue I guess with the "revenue raising" aspect except you don't get a line item in the budget saying
Multi Nova fines : $50 million
Road Safety Budget : $50 million
Therefore every cent raised gets re-spent. Everyone is safe and happy
