Pop a ZX10 swingarm on it and you should be able to get at least a 210 on there.
advice: don't
fatter is not really any better unless you are spinning it up, which you aren't.
all you'll do is make it turn worse...

true, i'm only doing it for looks... so is there any way to upsize the tyre without effecting the performance of the bike too much.
No. 250cc bikes are about learning to ride, not looking good. By all means get stickier rubber, but keep to factory sizing. If you're a poser, get a cruiser :p

Is decreasing performance really worth the look of a thicker rear tyre? Anyone who knows anything about bikes is gonna know you're not putting out the grunt you'd require a thicker tyre for...

What's the stock size? 130? Also what tyres are on now? Not sure what the tyre choices are like in a 140, If you can get something along the lines of a Michelin Pilot Race with a much pointier profile you could get more lean angle and better turn in.
Ring a few bike shops, tyres for bikes, motorcycle pitstop etc and ask what they're able to get in.

Advice on new tyres for VTR250
have a read - some info on the 140/50 rear for a 250R also...
Any thing over 140 and the tyre will be too bog to the rim and start rubbing the swing arm too. Also bigger tyre means more rotating mass on the wheel which means the engine will have to work harder to turn it. I have a bridgestone bt45 on the back of mine, in 140 purely because the bike doctor didn't have one in 130 and I can't really notice all that much difference in looks or performance. Truthfully, I only got it because I got a puncture I couldn't fix.
