Spock: maybe append "as their only transport" on the end of that statement.

I'm gunna go way out on a limb for saying this, but if your planning on the 12 months only then selling it and upgrading, then I'd say;
Yamaha Scorpio.
Why? Very easy to sell second hand. This will be the "new" learners of choice for instructors and odds are, when you do your lessons for your upgrade, your instructor may make you an offer on it.
Another advantage is that being a boring, "geek" type bike is that you'll be more motorvated to pass your "R" licence so you can get off the darn thing. If you buy a CBR250RR or ZZR250, you might not be so motorvated to move up.

considering i was in the same dilemma, get a 250.
i bought the 125, first time ever on a bike, and after 2months, 4000'kms later, i sold it and bought a ninja 250r 08.
In the process losing a grand for 2 months riding.
Apart from the awesome fuel ratio, the bike gets reaaall boring, unless you only ever plan on using it around the city (and actually sticking to that plan).
i was able to get 130 out of it on a good day aswell mind you..

The cynic in me would say that you should have kept both, used the 125 as a commuter/bad weather ride, then sold the 250 if/when you decided to go for a bigger bike. New bike depreciation only affects you if you're reselling; for 4 grand brand new, I'd feel a lot less guilty riding a cbr 125 in the rain and not using a bike cover for it, than I would any other new bike. It'd also be my candidate for attempting to learn stunts on. That said, you might find your ninja depreciates by significantly more than $1k when it comes time to sell it.
Hmm... can the 125 wheelie?

No it can't (unless you call revving it to 10,000rpm and then dumping the clutch in first gear to bunnyhop the front wheel at 10kph - a wheelie).
If you want to do wheelies - get a dirtbike or road-trail bike

SPADA.
Same engine as a VTR, better gearbox (6 speed vs 5 speed) revs to 14000rpm rather than 12000rpm of the VTR and makes more power. They also have a sportier riding position and weigh almost exactly the same. I picked mine up with 8000kms on the clock for $3k.
If I started commuting on a bike I would go and buy another one of these.
