OK...I read through the whole thread now. One point I like to make from my personal experience. I started riding bikes fairly early. Mostly busting around on fields and farmroads around my hometown in Germany. but I got my moped licence with 15 and was allowed to potter around on a moped that didn`t go faster than 25-30km/h in normal everyday traffic conditions. With 16 you can move up to 80cc bikes, with the next option of moving up to 37PS at the age of 18. After that you ride for another 2 years and can then go for your open class licence. I think this is a better system, not perfect, but certainly better. There is no shadowing in Germany, you have to have a certain amount of hours with a licenced instructor. That is an instructor from the age of 16. The only licence you didn`t need any instructions on the open road was with the moped licence.
