Who can shadow learners?

Hey guys,

So what are the rules for when it comes to being a shadower? Some people say you have to have atleast 4years experience, while others say you just need to have a R-Class license.

Which is true?

R class(or required licence) for 4 years (not including any time spent under suspension).

Cars, bikes and trucks all require 4 years experience of the licence that you are shadowing or sitting next to.
