    Hex bolts with rubber grommet

I have these hex bolts and nuts which was supplied with a metal stand.

The bolts were in a pack as per the picture.

However I'm assuming the rubber grommet acts as a washer.

Does the nut attach to the bolt rubber grommet in or rubber grommet out (as they were supplied)?

Look like nylon lock nuts. As supplied... nylon should be towards end of thread... tapered edge of the nut away from hex head.

yea, that nylon in the nut stops them from coming undone. the nuts should start to spin on my hand, then become difficult, and need the use of a tool to continue tightening.
