There was never any appreciable difference in ability to hit each other unless you always took blackheart vs spiderman, and if that's the way you played, you deserve to be disappointed in the new game.
The characters play way better than they ever did on any of the cvps1/2 versions. All the signiature styles are still there, they've just done away with the unrelenting cheapness.
Gone are the infinte combos. Gone are air combo to air throw to air combo 40 hit instant kills.
Now you actually have to be able to play against your opponent.
All in all it is a thousand fold improvement IMHO.

Hit box, attack speed, sandbag weight (depending on the fighter) and mobility have always been the differentiating factors between most heavyweights and lightweights, in every single fighting game I've played. Granted, the hit box has never been particularly important beyond the others for anything except throws and combos. And there are always characters that break the mould, or players that manage to.
But I've been burned with fighters before. Namely, Smash Bros Brawl and KoF: Milennium Battle. I've also been spoiled by Smash Bros Melee. I'm looking for compelling reasons not to pick up SFIV, and frankly the art style and perceived slower gameplay are two of these. The explicit inclusion of advanced techs like focus attacks makes me want to like the game, though. I just don't want to pay good money in order to get burned again.
