How to add vehicle to my garage?

In my profile I click on the link to add vehicle to my garage but it says I don't have permission to do so. I've searched and read the FAQ's but can't find any info on it. Am I doing something wrong or aren't I aloud to for some reason, or are there restrictions on my account I don't know about?

Also it may be related or totally different issue but under my user name it still says inactive member. I thought i would be active by now?

Further to my first problem I can't even comment on other peoples pics in their garage.
