I think it has to do with what reputation they have. the more rep the more points are awarded/deducted from what I can see
yeah, I don't get it either... I can't even see a way to leave it.....
If they dont have enough rep themselves their rep does not count against yours.

TUSON showed me a help page once about it. It's based on lots of things, like your join date, post count, rep score and other factors. Each one contributes to you "rep power", ie. the number of points you give out or take away.
