Get a Rotax 256 engine($1000) and stuff it into an Aprilia RS frame and promptly forget about yamaha flappin reed valves.

no a track bike.
when a bike is first imported through the correct channels, it can be tested to comply with ADR's and evidence package submitted and then can be registered.

No that was a Type 257 single cylinder 250 a 256 is a tandem twin, used by about 15 different frame manufacturers back in the day. The tandem design got picked up by several kart engine manufacturers (SGM,PVP,DEA.RCS,BRC,BRM and finaly FPE) all of which pump out on or about the 100HP mark at the wheel. PVP back that with a 100HP warranty.
The tandem got changed to a V in 89 or 90 or so at the behest of Aprilia which not long after both the Rotax 258 (250 v twin) and Type 129/130(125cc) became Aprilia GP engines.
