Hey guys just wondering what does it mean when you get blue per I know green is good and red is bad but BLUE

I get the following message after applying a single (positive!) rep point:-
"You have given out too much reputation in the last 24 hours, try again later."
Why is that?
I have been able to apply many rep points in the past, have the rules changed?
