    Build it from scratch
Heard of a golf course estate?
Why not a race track eastate?
Covenents on tiltles "no noise complaints ,you're in a racetrack dummy!"
Residents get to supplement their income with front lawn parking a la claremont at showtime
Rates subsidised via nurenberg ring type pay to play system for non residents
Note: this may not be the universe where the above is relevant.

Also those competitions are in cars which have a huge level of safety built into the vehicle itself. There is no way for bikes to have that built in safety factor (at this time)

If you look at NZ/IOM, they have different laws that allow these events to occur, as the law protects the councils and promoters from being held liable for anything happens at the events, that is completely held against the individual.

Australia is now a litigious society with OHS laws that apply to everyone including volunteers and clubs, which means anyone involved in the organisation of an event or own/manage the land the event occurs on, can be held liable in the case of injury or death, irrelevant of what forms or waivers the injured party signs or accepts by attending the event. Hence why lawyers and insurers are now involved.
Thank you tim i thought this would be the reason, we are going down the road of the us model.
A shame really because it was the closest most got to racing themselves the crowds could get so close to the track.
Mate stick to the facts not a fantasy.

Sorry had to like AND dislike this post because a) the content is on the money and well said but b) I dislike the way it has become when shit requires a fucking lawyer to read it before anything can be done and no prick will take responsibility for their own actions
